Peter Cheung is a former Director of the Intellectual Property Department, and a former Registrar of Patents, Designs and Trademarks, Government of the Hong Kong Special Administrative Region, People’s Republic of China.  

In the early 1990s, Mr Cheung began to represent Hong Kong in World Intellectual Property Organization law-making conferences.  As part of the China delegation from 1997, he spoke about Hong Kong matters.  As a World Trade Organization Dispute Settlement Panelist, he settled two international disputes concerning trade marks and geographical indications (US v EC - WT/DS/174) (Australia v EC – WT/DS/290) from 2004-2005. In bilateral free-trade agreement negotiations between Hong Kong and other economies, he was Hong Kong’s lead intellectual property negotiator in the late 2000s.  Apart from playing his intellectual property director role, his service innovation from 2011-2014 was to foster international trading of intellectual property via Hong Kong.

Mr Cheung was a Hong Kong Government Legal Scholar (1981-1985) and a British Foreign Office Legal Scholar (1986-1987). He holds a BA in Philosophy (Lond), an LLB (HK), a PCLL (HK), an LLM (Lond) and an LLM in Public International Law (Lond).  He was admitted to Hong Kong Bar in 1985. He was also a graduate of the Harvard Kennedy School’s Senior Executive Fellows Program 2003. He was twice an invited speaker in Harvard’s Asia Business Conferences 2005, focusing on trademark protection in Asia. He also participated in trendy domain name conferences.

Since ceasing civil service in May 2014, Mr Cheung has been attempting to transform himself as a singer-songwriter, a screenplay writer and a music video producer. Since December 2015, he has been an arbitrator of the Shenzhen Court of International Arbitration. From June 2016 onwards, he has been volunteering his service as a Knowledge Transfer Committee Member of the Hong Kong University of Science & Technology Council, focusing on governance in the intellectual property context.
